4. SHIFT TO INFORMATION SOCIETY

4-1 Limit of capitalist society
The historical mission of the capitalistic goods production is improvement of goods life of mankind and civilization developing to the entire earth, by means of that capital invest in goods production placing labor under the control, and let the capital self-growth by exploiting a part of the value that has been produced by labor, and goods production expand on a scale and speed that has not been seen before by strongly repeat the process of investing the increased capital to goods production. However, as a result of dramatical expansion of goods production, the deterioration of the global environment and the depletion of various resources such as oil and minerals has been brought. Accordingly a situation in that it is forced to suppress the increasing of capitalist industrial production is going on. The other hand, generally,it is considered that the capitalist production system itself is a valid system even in the post-industrial society, and further views such as being able to achieve economic growth without the business cycle by the development of the global information technology have been raised, so as the suggestion of "New Economy". But it is only a delusion,so that the view has been missed that the principal of the information society in which production and circulation of information is main constituent does not fit the capital system based upon the ownership system and goods production, because in order to capital(stock) function as "capital" existence of goods production system is premise. In the goods production system the object becomes goods that is embodied the information by labor and being the value immobilized object,so that information (value) is reified and ended to the ownership by the capital. Thus, goods production in which information (value) is reified as a goods becoming not a key industry no longer, the capital essentially loss of its existence foundation.
4-2 Present state of capitalist society
The current state of capitalist society that has above mentioned basic limitations are as follows. In the developed capitalist countries, the growth rate of goods production is already stagnant trend because of the labor share has been increased compared to the developing countries in order to surviving the capitalist system, and owing to the progress in recent years of information technology. Accordingly efficient operation destination of the financial capital are as mainstream the speculative market of financial futures and speculative market of commodity futures in response to the scarcity of resources such as crude oil, rare metals ,food and water, and the financial capital can no longer be found only speculative market opportunities for its existence.
Furthermore, in the current global financial capitalism, the global financial market is formed by the development of the information processing technology and the establishment of world-wide network and the formation of a global market in which goods, people and money move freely across borders, and simultaneously various types of financial instruments are created such derivatives (financial derivatives) to avoid the risk of economic fluctuations and exchange rate fluctuations, further leveraged investments in these financial instruments are widely used, and more speculative financial instruments has become vital. In other words, financial capital, even though which is parasitized on goods production system, has been embodied and excessively self-propagated away from goods production, and capital market has become a speculative market by leveraged investment of financial futures as well as commodity futures.
Such a global financial capitalism is a phase of the period of transition from the goods production society to information production society, and it is recognized as being equivalent to the mercantilist stage that is the phase of the period of transition to goods production society from agricultural production society and in which the growth of money (gold) is assumed to be the key of the national wealth. On the other hand, global financial capitalism promote capitalistic industrialization to low-wage,so-called,"developing" countries, and at present is working to survive by developing capitalistic "exploitation" to the BRICs or IBSAC (B: Brazil, R: Russia, I:India, C: China, SA: South Africa) ,further to more uncivilized developing countries.
In addition, the low price goods are imported into developed countries by the expansion of the capitalistic goods production of a high rate of exploitation with low wages in developing countries and by the globalization, so that in developed countries the above-mentioned growth stagnation of goods production and the speculation in financial capital are further promoted. Thus, at the point when capitalistic industrialization is developed to some extent in the undeveloped countries, the historical mission of the capitalist society will be exhausted.
4-3 State of progress toward information society
A look of the progress toward the information society can be taken by the workforce changes between each sector of industries due to the OECD survey. In the OECD ,although the proportion of the working population in agriculture, manufacturing industry and the service industry had been 25%, 36%,and39% respectively in 1950, that is changed to 6%,30%,and64% respectively in 1987. That is,while in the manufacturing industry sector reduced from 36% to 30%,and in the agriculture sector significantly reduced, in the service industry sector significantly increased from 39% to 64%.This increase in service sector may be expected to correspond to the development of the information. In addition, in the United States of employment structure, employment population ratio of the primary industry, secondary industry, tertiary industry and other individuals in 1979 was respectively 3%, 26% (of which manufacturing industry 21%), 62% and 9%.While those was become in 1992  3%,19% (of which manufacturing industry 15%), 70% and 8%.Further in 2003,it is estimated to become respectively 2%, 16% (of which manufacturing industry 12%), 74% and 8%.In this way it can be seen actually that progress surely towards the information society.
Further, also in the sector related to goods production,it has become to that demand information depend on the tertiary industry(retail industry) rule and regulate the secondary industry (manufacturing industry), and further in that manufacturing industry the weight of the processing steps by human labor to the object goods is decreased, and information of production and processing related to manufacturing goods become the major process. As a result, in the manufacturing industry, capital (facilities) and information become major elements, and those facilities itself are manufactured by using the information as a key element. In other words, even in the manufacturing industry, it is the information production has become the principal.
In this way, even in industrial production under the capitalist, the weight of the information production has been increased, so that the capital is no longer an absolute ruler.
4-4 Increase the role of the information
In recent years, as can be recognized especially from the venture company prospered temporary in the United States, it is possible to launch the company summoned the capital in the core of the developed technical information, even regarding to the goods manufacturing under the capitalistic system, while the weight of the information is high, the weight of the capital has come to decline as those summoned anytime if depending on the information.
Also, in Japan, for example, in the case of Shuji Nakamura invention which was carried out of the high-brightness blue LED (light emitting diode) and Blu-ray LD (laser diode), the invention was pushed forward, contrary to the duties instruction,so despite being recognized as an employee invention, a high degree of contribution that led to the success of the invention is admitted. It was supposed to be a large amount of compensation will be paid with respect to the invention. Ultimately, the settlement have been made at greatly reduced compensation because of the fact that it can not be far off from the present situation in Japan. However,in the district court ruling, the contribution of the invention is estimated 50%,so that ruling of the pay of 60 billion yen that is half of profits (about 120 billion yen) obtained by the monopoly of the patented invention have been made. This shows vividly that common sense of the capital system on which more than labor wages have been paid the fruit of labor is all under with capital is to gradually be overturned.
4-5 Transition of goods value
Goods is originally formed by embodying the information on a object and consequently being fixed its value on the object.Accordingly the goods value is maintained for a long time as long as the object is maintained. With this stability of goods value, ownership rights to goods is distributed by the transfer.
However, in recent years, in accordance with the information of the goods production is generalized in a very short period of time along with the informative development and the goods produced at a lower cost flows in a short period of time by the globalization, goods, especially the mass-produced goods to be used in life, has come to exhibit similar characteristics to information, because of remarkable decreasing rate in value of goods, short product life, and a situation that becomes worthless and stale in a short period of time. Those which are deemed worthy as a "goods" is limited to special goods that has a universal and permanent value, such as the crafts manufactured with advanced processing technology of skilled craftsmen and the art works created by artists and antiques.
4-6 Problem situation of capitalist production
It is evident that a speculative market will be anyway failed and giving enormous adverse effect to the entire economy and society, as seen in the collapse of the real estate bubble economy in Japan, and the global recession which was originated in the collapse (the collapse of Lehman Brothers) of the housing bubble by sub-prime loans in the US. If the current financial unable efficient operation only mainly in the such speculative market, it can be said that the capitalist system already realistically reached its limit.
In addition, in the course of change in the position occupied by the goods production on the process towards the information society, it is required to fine-tune the working volume of employment in accordance with the changes in the demand of goods, and requested strongly to increase the labor liquidity. On the other hand,in Japanese current situation, a employment system in which expand employment of unstable at low wages and bring about "precariat" has become by the easy system that has designed under the pressure of the business community that has been exposed to competition from low-wage developing countries.
4-7 Resolution of the problem and transition to information society
As a solution to the economic situation such as the above, in the goods production there is no plan other than to secure a profit by creating a higher  value-added commodity that can not be produced in developing countries. However, in the globalized situation product life of the new product is very short, it is extremely difficult to ensure a profit such as to enable the efficient operation of financial capital,so that financial capital seeking an excessive return have no existence foundation as long as rely on  goods production. On the other hand,it is clear that a process to create a high value-added products is the information production itself, or at least the major steps is occupied by the information production,as a result it will be to move forward with the transition to the information production society.
Although broader change from the capitalist basis goods production society to
an information society has been able to show as described above, it is necessary to apparent the current position in the course of change towards the information society more specifically,in order to take the measures for the current problematic situation what can be made even a little smooth transition towards the information society.
So, in the next chapter,it will be making sure an historical outline of the overall structure of capitalist society, and following to make sure the current situation by tracing of era-transition of up to now going back until the age necessary for recognition of the current situation.
